Say a B2B software company has about 1,500 a month to test on LinkedIn. One person wants to start with website retargeting because it's cheap and the visitors are warm. Another wants to build a cold list from the ICP first: job titles, company size, industry.
My view is that retargeting alone usually stalls at that budget. The audience only fills once the Insight Tag has seen enough visitors, and with low traffic it sits under the minimum size, so the campaign ends up spending on a few hundred people while frequency climbs. A cold company-based campaign warms up more slowly but reaches the accounts you actually want, so I'd run that for two or three weeks and add retargeting once the site audience is big enough to matter.
What's your threshold for switching, and do you judge the test on cost per lead or on whether sales accepts the leads?
